No consensus appears have been reached after there was a massive December 2011 consensus about the date (supposed to be today, March 6, 2012, yes today) for signing a text which was said to be final but finally turned out not to be entirely final (many thought March 6th would be just a formality, but it seems we're in for more talks..)...the legal uncertainty has side effects: it has led to more deforestation in the less monitored states and has reduced investments in existing farms as all eyes are turned to the signing, the enforcement date of the law and with the "nasties" wondering about potential mechanisms to evade it...
